Store the computed EID in an AIK

The implementation for chromium:793326 computes the EID and caches the result only internally.

We need to make sure the EID is always available and the same, even when e.g. the device secret is changed. For that the EID has to be stored in a certificate and be retrieved from there everytime it is requested.
