Regression : 'Press ChromeVox o,n to learn more about ChromeVox Next' Notification is seen missing after enabling 'ChromeVox(spoken feedback)' option

Chrome Version:  64.0.3282.65/ 10176.36.0 beta-channel Kip,Daisy and Reks
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Now at Uber Tray go to 'Accessibility' -> Select 'ChromeVox(spoken feedback)'
(2)Now observe for 'ChromeVox Updated' notification i.e. 'Press ChromeVox o,n to learn more about ChromeVox Next' notification  and on clicking it shows 'ChromeVox  Tutorial'
(Please refer Video and Screenshot)


Expected:  'Press ChromeVox o,n to learn more about ChromeVox Next'  Notification should be seen after enabling 'ChromeVox(spoken feedback)' option
Actual: Instead  'Press ChromeVox o,n to learn more about ChromeVox Next'  Notification is seen missing 

This is Regression Issue as it is working fine in M-63 

@yoshiki : Please confirm the Issue

Note : Issue is seen on latest M-65 also

In my understanding, ChromeVox is implemented as a component extension, and the updated notification is shown only when the extension is updated since the last launch of ChromeVox.

I think it is WAI but +lpalmaro@ to confirm.

This is working as expected.

The condition to show the notification is
- local storage value: notifications_update_notification_shown is not set (it means first time run)
- Chrome version is 63

Closing this as WAI and assigning this to dtseng@ for double check.
