Regression: Backward navigation is seen improper in settings page

Issue description

Chrome Version:64.0.3282.65/ 10176.36.0 beta-channel Kip,Daisy,Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)Sign into user >> Open chrome://settings page,go to Device section
(2)Select Keyboard >>click to open 'Change language and input settings' subpage
(3)Now click twice on back arrow of the page and Observe(please refer video)

Expected:Page should navigate back to Device section 
Actual:Instead, Page is navigated to Languages and input section

Raising the issue as Regression since the issue works fine in old chrome://settings.

Note:
1.Issue is not seen in Linux,Windows OS
2.Issue is seen in latest M-65 also

As described, this is WAI. The user never navigated to settings/device, just scrolled down to that section, so there is no settings/device history entry, so 'back' scrolls to the last scroll position on the 'settings' page.

There is a minor bug where if the user does navigate to settings/device (e.g. from the left side menu), then proceeds as described in the inital comment, we still do not scroll to the device section. We should probably fix that, but it is not a high priority bug.

IIRC there is at least one other similar non-cros scenario where this sort of cross navigation exists, but I do not recall where that is off the top of my head.
