tab doesn't close with ctrl + w when using non english keyboard (I'm using a hebrew one).

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Steps to reproduce the problem:
1.open new chrome tab 
2. change keyboard language to hebrew
3. try to close the tab by pressing ctrl + w

What is the expected behavior?
The tab should be closed

What went wrong?
Chrome does not react to the keyboard shortcut and the tab does not close

Did this work before? N/A 

Chrome version: 62.0.3202.94  Channel: n/a
