Extensions page in Guest mode offers to take you to the Chrome Web Store to pick out extensions even though you can't install extensions in Guest mode

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.108 Safari/537.36 Steps to reproduce the problem: 1. Launch Chrome in Guest mode. 2. Open chrome://extensions. What is the expected behavior? The extensions page displays "Extensions are not allowed in Guest mode". What went wrong? The extensions page displays "Boo… You have no extensions :-( Want to browse the Chrome Web Store instead?" even though extensions are not allowed in Guest mode. When you get to the Chrome Web Store and find an extension you want, the "Add to Chrome" button is grayed out. (I do think that there should be an option in settings from the non-Guest mode to install extensions in the Guest mode, such as if you want to install an adblocker which is essential.) Did this work before? N/A Chrome version: 63.0.3239.108 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version:

Able to reproduce the issue on reported chrome version 63.0.3239.108 and on the latest canary 65.0.3310.0 using windows 10, Ubuntu 14.04 and Mac 10.13.1. As the issue is seen from M50(50.0.2661.0) considering it as non-regression and marking it as Untriaged. Thanks!

This has been fixed by showing "Extensions is not available to Guest users." on chrome://extensions |
