History page on Guest mode displays "Your browsing history appears here" instead of "Browsing history is not collected in Guest mode"

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.108 Safari/537.36 Steps to reproduce the problem: 1. Launch Chrome in Guest mode. 2. Go to google.com or any other site. 3. Open chrome://history. What is the expected behavior? The history page displays "Browsing history is not collected in Guest mode". What went wrong? The history page displays "Your browsing history appears here", even though browsing history is in fact not collected in Guest mode according to the Guest mode welcome page and proven by the fact that the visit to google.com didn't show up in the history. Did this work before? N/A Chrome version: 63.0.3239.108 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: This seems like something that would be pretty easy to fix.

This issue doesn't affect privacy, it's just some text that should be changed out for some different text on the history UI.
