Bookmarks menu should have a scrollbar

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.108 Safari/537.36 Steps to reproduce the problem: 1. Set Chrome to always display the bookmarks bar. 2. Create enough bookmarks to fill the bookmarks bar plus the menu of overflow bookmarks on the bookmarks bar. 3. Open the bookmarks menu to show the overflow bookmarks. What is the expected behavior? When the menu cannot show all of the bookmarks on the screen at once, it should have a scrollbar. What went wrong? Instead, there are only arrows at the top and bottom of the menu that you have to hover over to scroll up or scroll down. Did this work before? No Chrome version: 63.0.3239.108 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: The arrows that scroll up or scroll down when you hover over them do not need to be removed - but a scrollbar should be added.

Reporter@ Thanks for the issue. From the original comment, this is a feature request. The reporter wants a scroll bar to see all the bookmarks on the bookmarks bar. Hence marking this as Untriaged for further updates from Dev. Thanks..
