3036.2% regression in smoothness.gpu_rasterization_and_decoding.image_decoding_cases at 525532:525587

This test is on:
* android-webview-nexus5X --
 smoothness.gpu_rasterization_and_decoding.image_decoding_cases / mean_frame_time

A similarly massive slowdown was detected at similar times on:
* android-webview-nexus5X --
 smoothness.image_decoding_cases/mean_frame_time
* android-webview-nexus6 --
 smoothness.image_decoding_cases/mean_frame_time
* android-webview-nexus6 --
 smoothness.gpu_rasterization_and_decoding.image_decoding_cases/mean_frame_time
