Russian page detected as ru but does not trigger Translate dialog

Issue description

Chrome Version: 63.0.3239.84 
OS: Linux

What steps will reproduce the problem?
(1) Navigate to this URL with en-US locale set:
https://academy.yandex.ru/events/data_analysis/relpred2011/

What is the expected result?
Translate dialog expected

What happens instead?
No Translate dialog offering to translate the page.
- Page was detected correctly by LangID as language "ru".
- Page has HTML lang attribute value "ru".

Can't repro. Check this: go to chrome://translate-internals and make sure on the Prefs tab that "Languages not translated (New)" does not have Russian.

"Languages not translated (New)" is empty on my machine.

I cannot repro on Mac with version 63.0.3239.108.
I can repro on Linux with version  63.0.3239.84.

I noticed there is an update available for Chrome on Linux. I will update and retry.

After updating to 63.0.3239.108 on Linux, this bug seems to be fixed.
