As moved from desktop screen to hover over the app, the cursor size diminishes.

Chrome OS build: 10272.0.0, 65.0.3299.0 dev channel on caroline device

What steps will reproduce the problem?
(1) Open an ARC++ app and hover over the app.
(2) Hover along the borders of the app and observe the cursor.

What is the expected result?
Cursor size should not be affected when moved over the app.

What happens instead?
As moved from desktop screen to hover over the app, the cursor size diminishes.
