Skylake CrOs slow for VP9 > 1080p resolutions

Issue description

Previous generation Intel devices (i.e. Skylake) uses a hybrid VP9 decoder
that seems to have troubles decoding those videos with resolution > 1080p.
In those cases, it is better to fall back to software decode which,
incidentally, would be even faster after  crbug.com/791676 .

Example: got a guado and played back:

http://crosvideo.appspot.com/?codec=vp9&resolution=1440
http://crosvideo.appspot.com/?codec=vp9&resolution=2160

the last two dropped a large amount of frames and stuttered visibly. When
switching to software video decoding all those were played back nicely.

This was on a 64.0.3282.41
 
Part of the problem might be solvable by lowering the |max_resolution|
in [1], assuming it's not ignored on Renderer side.
