chromite unittests fail during new year

These unit tests suck.

derat fixed it in https://chromium-review.googlesource.com/c/chromiumos/chromite/+/846708 but it's still vulnerable to race.  We should be mocking this properly or refactor it so it can be tested without relying on unreliable state.
