bindings: Consider making all IDL classes have a "NullValue()" method

Issue description

This came up in https://chromium-review.googlesource.com/c/chromium/src/+/831497.

Having all IDL types define what they consider a "null value" could be useful and help clean up IDLNullable. We'll still need a way to determine whether we need to wrap a type with WTF::Optional<T> or not though.
