What steps will reproduce the problem?
(1) Hit ctl-alt-? to bring up keyboard overlay
(2) Hold down alt to try to find key combo for caps lock
(3) Caps lock option doesn't show

What is the expected result?

Caps lock option should show

Caps lock option doesn't show


Given how hidden Caps lock is, in general, for Chrome devices, seems like a pretty big fail to not help users find out how to do it. :)  Hence marking as P1.
