Update docs for infra/packages/dataflow

The documentation for infra/packages/dataflow is lacking in a few ways:
What is the purpose of the package. What are the benefits of using the package.
Why is it structured the way it is. Why must jobs be included in the package. When you might import that package.
What are the ChOps specific steps of creating a Dataflow job, e.g. what objects do we override.
What are defaults and references for those considering alternatives.
Authentication and permissions that must be in place with the project
