Also: Add the event pipeline to go/chrome-infra-services and go/cit-graph

And add relevant sections on limits from audit doc. 

Also, complete the section on analysis and display. 

Also, add a section on sending events from Python GAE apps. I can ask wylieb for help with this, since he is currently the only person who is doing it.

I'm going to wait until we're more settled on Analysis and Display before adding that information. 

I'm also going to wait for wylieb to complete his work before adding information on sending events from Python GAE apps.
