Not able to select individual items in the lower left Notification list.

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS aarch64 10269.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3299.0 Safari/537.36
Platform: 10269.0.0 (Official Build) canary-channel elm

Steps to reproduce the problem:
1. With multiple notifications, select the top item.
2.

What is the expected behavior?
Selecting an item in the notification list should launch or perform some action on the selected item.

What went wrong?
As I mouse over the list, the settings icon for each item in the list is displayed. If I select the settings icon for an item, the notification settings for that item are displayed. If I click on the item, however, the bottom-most item is selected. This also occurs with direct screen touch. In the attached screenshot, selecting the dark weather item at the top of the list will, in fact, select LastPass at the bottom of the list

Did this work before? Yes 3 0r 4 updates ago.

Should add that the TAB key will step through the various items and allow them to be acted upon.
