Add 802.3az (EEE) support to Gale (Google WiFi)

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.13; rv:59.0) Gecko/20100101 Firefox/59.0

Steps to reproduce the problem:
1. Enable EEE on Cable Modem
2. EEE fails because Google WiFi / Gale Image does not have code to support EEE / 802.3az standard

What is the expected behavior?
That Google WiFi / Gale support EEE (802.3az) to be a greener device and allow for power savings.

What went wrong?
Google didn't support all the latest and greatest standards on its wifi hardware

This is the Chromium bug tracker, so there aren't any teams checking this who are responsible for Google Wifi. I've filed your feature request internally where it might reach the team who is, but I'll close this bug now as it's not relevant to Chromium.
