[Restrict-View-Google] Touch behavior is not fine for webpages in chrome.

What steps will reproduce the problem?
(1)Open Chrome App.
(2)Go to webpage.
(3)Touch the white desktop before loading.
(4)Touch and drag up and down after the loading of the web page.

What is the expected result?
The touch over links should work fine.

What happens instead?
Nothing happens on touching these links.

What webpage does this reproduce on?
What is the "white desktop" you mention in step 3?
