Non-Regression: ChromeVox reader focus moves to background page while tabbing

OS:Chrome OS

What steps will reproduce the problem?
(1)Recover Build >>In OOBE screen go to Chrome OS terms page >> click on Learn More to open sub-overlay
(2)Enable ChromeVox(spoken feedback) and by tabbing observe the ChromeVox reader focus(please refer video)

Actual:while tabbing ChromeVox(spoken feedback) reader focus moves to background page
Expected:Focus shouldn't go to background page 
 
This is a Non-Regression issue seen from M-55

Note:Issue is not seen on Windows,Linux OS

Status: WontFix (was: Untriaged)
Likely an underlying issue in the page. If it doesn't impact actual ChromeVox (non-screen) usage, I am inclined to close.
