"Recently closed" does not allow you to recover groups of accidentally closed tabs ("Close all tabs" button)

Issue descriptionSteps to reproduce the problem: I will just describe what happened to me: I had 44 tabs open in Chrome on my Android phone. I accidentally tapped the "Close all tabs" button. Chrome itself closed because I had the "Homepage" option turned on (this is a separate issue but part of the problem, see bug 798227 ). I reopened Chrome and went to "Recent tabs" but in the "Recently closed" section, there was no "44 tabs" option there like there is in Chrome for Desktop. As a result, I could not recover my tabs! What is the expected behavior? What went wrong? This really needs to be fixed. The "Recently closed" section should have had the "44 tabs" option that Chrome for Desktop has Did this work before? It is an Android phone, running Android 8.0. I can reproduce on any android phone. This should not be a low priority bug because users not being able to recover tabs if they accidentally tap "Close all tabs" is a serious problem
