when "Homepage" is set to "On", when a user taps "Close all tabs", Chrome closes and the user is not able to tap the "UNDO" button

Issue descriptionSteps to reproduce the problem: Chrome for Android phone: when the "Homepage" option is set to "On", when a user taps the "Close all tabs" button, Chrome closes and the user is not able to tap the "UNDO" button that appears (the UNDO button only appears if Homepage is set to off), the user will then not be able to recover all their tabs! What is the expected behavior? What went wrong? the behavior of closing Chrome when a user taps "Close all tabs" if the Homepage option is turned on needs to be rethought Did this work before? N/A Chrome version: 63 Channel: stable OS Version: 8.0 Flash Version:

this issue/combination of issues (798229) should be made a higher priority because Android users not being able to recover all of their accidentally closed tabs is a serious problem
