Entering and exiting a fullscreen video causes a permanent visual glitch that covers part of the toolbar.

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_9_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.108 Safari/537.36 Steps to reproduce the problem: 1: Navigate to a video. I've experienced the issue from both youtube.com and twitch.tv 2: Press the fullscreen button on the video player, then press it again or press escape to exit fullscreen. What is the expected behavior? What went wrong? After exiting fullscreen, a black bar appears which visually blocks the address bar on the active window. The issue seems to be purely visual and doesn't prevent me from clicking on things underneath the black bar. I've attached a screenshot of what it looks like when the issue occurs. The issue doesn't affect windows other than the one that contained the video's tab. Once the issue occurs, as far as i can tell, there is no way to make it go away other than completely closing the affected window or restarting chrome. The issue still occurs in incognito mode, which i believe means it can't be related to my extensions. I also don't see any similar issue in firefox, so it seems specific to chrome.
