What steps will reproduce the problem?
(1) download a CSV file with shift-jis content, for example from a Japanese banking website.
(2) open CSV file from files app
(3) observe the content

What is the expected result?
I can read the Japanese text encoded in Shift-JIS

What happens instead?
CSV file gets parsed as something else and characters are illegible.
