[css-rhythm] rem unit issue in the value of line-height-step

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.84 Safari/537.36

What is the expected behavior?

What went wrong?
As you know, rem unit represents the font-size of the root element. However, if you use the rem unit as the value of line-height-step, even if the font-size of the root element changes, it will not change from 16px.

Tested the issue on chrome reported version 63.0.3239.84, seeing the same behaviour i.e., the sentense "computed line-height-step" got overlapped with the line on latest canary 65.0.3309.0 and 50.0.2661.0, checked the behaviour of the URL provide in firefox, the the sentense "computed line-height-step" is in between two lines.

Please find attached screencast for you reference, could you please provide the screencast of the expected behaviour of the URL provided, which will help us in further triaging the issue from TE end
