Badge text is nullified on refresh

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.108 Safari/537.36

Steps to reproduce the problem:
1. navigate to page
2. set badge text with tabId
3. refresh tab

What is the expected behavior?
Badge text stays the same given that the tabId is the same

What went wrong?
On refresh, badge text reverts to non-tab-specific badge text

I added a simple test extension to this comment.

In creating this simplified test case, I actually noticed an additional issue:

New issue: badge text DOES NOT show up when opening a new tab in an existing window. Badge text DOES show up when opening a new window entirely (which opens a new tab by default)

If the case where it does not show up, you can switch to a new active tab, then back to the original tab, and the badge text will show up.

Original issue: badge text disappears on refresh.

When the badge text is actually shown, refresh the page, and the badge text will disappear.

Able to reproduce this issue on Mac OS 10.12.6, Windows 10 and Ubuntu 14.04 on the latest Stable 63.0.3239.108 and Canary 65.0.3310.0.

On loading the extension as per comment #3 and on opening a new tab, cannot observe the text on the extension icon. And on switching to a active tab and then to the original tab, can see the badge text. Also can observe that badge text disappears on refresh.
Attached is the screen cast for reference.

This is a non-regression issue as this behavior is observed from M50 chrome builds.

Hence, marking it as Untriaged for updates from dev team.

This is working as intended.  Setting tab-specific values for extension actions are removed on page navigation or refresh (by design).

crystallambert@, maybe there's something we can do to clear this up in the documentation?
