Unable to place/answer calls in gmail. Hear ring, see popup, click on answer=FAIL.

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3298.3 Safari/537.36

Steps to reproduce the problem:
1. Launch Chrome.
2. Browse to gmail.
2. Call my Google Voice number with cell phone.
3. gmail popup window appears and is ringing.
4. Click on green button to answer = FAIL.
5. Click on red button to end closes window but does not hang up. Cell phone is still attempting to connect.

What is the expected behavior?
Place outgoing or answer incoming calls in gmail using Google Voice.

What went wrong?
Not sure. Maybe new version bug?

Did this work before? Yes Not sure. Maybe 3 or 4 months ago.

Chrome version: 65.0.3298.3  Channel: dev
OS Version: 10.0
Flash Version: Shockwave Flash 28.0 r0

Browsing to Google Hangouts does answer incoming calls.
But, this defeats the simplicity of having gmail open and able to send/receive calls.

Tried testing the issue on Win-10 using latest canary #65.0.3309.0. But unable to create a google voice number with my existing google account. Attached a screenshot for reference.

Could you please provide a sample google voice number and a sample google voice account to test the issue from TE-end. This will help us in triaging the issue further.

Ok. I think Google restricts Google Voice numbers to USA ip's?
I'm sort of uncomfortable publishing my gv number to a public forum, even if it is a test case. To get a gv number, I have to provide valid credentials.
I would think Google has internal engineers for this triage? 
If you cannot create a test gv number using a vpn to a USA server, then I will try to create a test gv number later.
Is there a Google Voice ticket system we can ping directly?

As per comment #3, it seems that the Google Voice numbers are restricted to USA ip's.
Hence, adding label TE-NeedsTriageFromMTV and requesting someone from MTV team please have a look into the issue.
