"Bookmarks Panel" is visible and attached under the address bar while is unchecked from menu

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.108 Safari/537.36

Steps to reproduce the problem:
1. Check the "Show Bookmarks Panel" from "Bookmarks" menu;
2. Open an arbitrary tab ("Bookmarks Panel" should be visible and attached under the address bar);
3. Uncheck the "Show Bookmarks Panel" from "Bookmarks" menu;
4. Again open an arbitrary tab ("Bookmarks Panel" should be disappeared but still visible and attached under the address bar).

What is the expected behavior?
The "Bookmarks Panel" should be disappeared after unchecking it from the Bookmarks menu. 

What went wrong?
"Bookmarks Panel" should be disappeared but still visible and attached under the address bar.

Did this work before? N/A

@Reporter: Bookmark bar is seen by default in NewTabPage[NTP] either it is in attached/detached[either you check/uncheck "Show bookmark bar"] mode. This is by design. Could you please check the issue on any other tab and let us know the behaviour.

Yes, you right. It's not a bug, it's a feature. My mistake, I'm sorry.
I've checked: Bookmark bar is seen by default in a NewTabPage.
