Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.84 Safari/537.36

Example URL:
http://www.longwinter.co.uk

Steps to reproduce the problem:
Reduce the width of your browser until it switches to responsive mode then enlarge by 1px.

What is the expected behavior?
Only one type of menu shown.

What went wrong?
Both desktop and responsive menus are shown in Chrome, but not in e.g. Firefox.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes

I just realised I had zoom to 90% - so its a rounding error. Not an issue at 100%

This also happens on mac in stable + canary when zoom is 90%

Confirmed on 65.0.3306.0 (Official Build) canary (64-bit). Sounds like it has the same root cause as  crbug.com/689096 .
