Info bar is not appearing at all.

Issue description

Chrome Version: 64.0.3282.39
OS: Mac OS (high sierra and El Captain)

What steps will reproduce the problem?
0. Clear camera permissions:
a) Browse to chrome://settings/content
b) Click “Manage exceptions…” Under Camera
c) Clear all urls (i.e click ‘x’ button)
d) Click ‘done’

1. Open a new tab and open the javascript console (alt+cmd+j or ctr+shift+j) and watch for any errors
2..Browse to https://webrtc.github.io/test-pages/src/audio-and-video/

This behavior is not seen in windows laptop (win 7 and 10).

What is the expected result?
Info bar pops up and ask the user to allow or block it. 

What happens instead?
No pop up is available. 


Available in Macbook 12 inches and Macbook air. 100% reproducible.

I can't reproduce on 64.0.3282.71. I'm a bit confused about the reproduction steps because a-c don't seem to directly appear on the content settings UI, i.e. there is no x button, Done button, or "Manage Exceptions" in the screenshot you attached. Can you clarify what version of Chrome you're testing on and what the repro instructions are?

Also, is there a reason this needs to be Restrict-View-Google?
