Tapping on “Open in” in newspaper article throws an error.

Issue description

App Version: 64.0.3282.59 beta
iOS Version:10.3.3, 11.0.1
Device : iPhones
Url : https://newspaper.jaguarpaw.co.uk/

Steps to reproduce : 
1. Launch chrome.
2. Goto “https://newspaper.jaguarpaw.co.uk/”
3. Enter any text in the Newspaper field and Headline.
4. Tap on Make it.
5. Tap on Open In at the bottom.

Observed results:
The file could not be downloaded at this time error is displayed

Expected results:
Share screen should be displayed. 

Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: NA
Bug reproducible on Dolphin/Safari/Firefox: Safari : NA
Bug reproducible on current stable build (App Version, iOS Version): Yes in M63
Bug reproducible on the current beta channel build (App Version, iOS Version): Yes in M64

This is not related to Download Manager. OpenInController uses URLFetcher to download the PDF, and download is probably failing because Chrome does not send cookie.

Mohammad, could you please check if using WKCookieStore fixes the bug.
