Regression:Volume/brightness sliders are not completely visible in OOBE screen when language drop down is opened

Chrome Version: 65.0.3299.0/10259.0.0 Blaze, Minnie & Quawks

What steps will reproduce the problem?
(1)Recover Build >> In OOBE screen,go to 'Choose your Language & Keyboard' overlay >> Open language drop down
(2)Now press Volume/brightness key and Observe

Actual: Volume/brightness sliders are seen partially
Expected:Volume/brightness sliders should be completely visible

This is a Regression issue as same is working fine in M-57

Note:Issue is not seen in Linux,Windows OS

@alemate: Could you please confirm the issue

I think the window layering is correct here, closing as wontfix.
