On startup tab settings is completely wrong

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.84 Safari/537.36

Steps to reproduce the problem:
1. open and closing out chrome
2. 
3. 

What is the expected behavior?
I set it to 'Open the New Tab Page' 

What went wrong?
It keeps restoring the tabs from my previous session, along with a new tab page. And new tabs keep opening everytime I close out of the browser along with the tabs that were opened. it just keeps on opening new new tabs everytime and continuing to show up everything from a previous session eventhough I set it to just open one new tab page. 

Did this work before? N/A 

Chrome version: 63.0.3239.84  Channel: n/a
OS Version: 10.0
Flash Version: 

Really bizzare, I set it to just open one new tab page and it thinks to restore all the tabs that were open before chrome was closed and reopen them again in the new session along with another new page tab everytime chrome is opened? Everytime I open chrome it keeps on adding new blank tabs on.

Unable to reproduce this issue on reported version 63.0.3239.84 and on latest stable 63.0.3239.108 using windows10 with steps mentioned in comment#0. Attaching screencast for reference.

@Reporter: Please check the issue on latest stable on fresh profile which doesn't have any apps/extesnions. If issue is still reproducible please get back to us.

For the chrome window that said WCG login, that's the profile I use from my college which is controlled by them. All they control is the pages set to open which is just the login page nothing else. However they set it to just open that and remove any other open tabs on close but after opening it again the same thing happens where multiple login pages constantly open along with the tabs from a previous session. I never got this issue before, it's just started happening now a month ago.

Unable to reproduce the issue reported version on 63.0.3239.84 using Win 7 & 10. Attaching Screencast for reference.

Steps 
--------
1. Launched Chrome navigated to settings and checked the (Open the New Tab Page)  is enabled.
2. created two profiles and opened multiple tabs in both profiles.
3. Killed the browser by clicking on ""X""
4. Observed that the browser launched with one new tab only.

@ Reporter: As we are unable to reproduce the issue from our end. Can you verify this issue with fresh profile that is not having any extensions and apps or reset all the flags.

Note:Reporter to upgrade to latest version on M66 stable and check the issue.The latest chrome builds can be downloaded from the below URL:
https://www.chromium.org/getting-involved/dev-channel

Closing this issue due to lack of user feedback and assuming that issue got fixed from their end.
Please feel fee to raise a new issue if the issue is still reproducible on latest chrome builds.
