Consider adding test to verify behavior of NavigationHandle::IsRendererInitiated

In  bug 637345 , it was discovered that IsRendererInitiated sometimes returned incorrect values. At some point the behavior was fixed. We might consider adding a test to make sure the behavior does not regress.
