Fullscreen becomes windowed after locking/unlocking the screen

Issue description

Chrome Version: (copy from chrome://version) 62.0.3202.97 (Official Build) (64-bit)
OS: Chrome OS

What steps will reproduce the problem?
1. Play any video in Fullscreen (regardless of the site), lock the screen and the unlock it.
2. Open Text app (https://chrome.google.com/webstore/detail/text/mmfbcljfglbokpmkimbfghdkjmjhdgbg?hl=en) and press F4 and follow the same steps

What is the expected result?
Tab/app should remain in fullscreen.

What happens instead?
The tab/app becomes windowed after unlocking the session.

Additinal details


-Tested with different video sites (Youtube, Netflix, Vimeo, ect) and I'm able to reproduce the issue every time. I was also able to reproduce it while presenting a Slides presentation.
-I've also tested with different apps like Text and Caret and the issue persists.
-This happens regardless of the user that is signed in
-Several different other apps are not being affected like Docs, Sheets and Speakeasy
-Tested on v62, 63 and 64, reproducible in all versions

This might be WAI as I don't see any articles or documents that can confirm expected result as 'remain fullscreen' after alt-tabbing or locking the screen. 
This is also different from 'maximize' behavior that most apps do support and remain maximized after locking.
As I'm not completely sure this is WAI, let's check the expected behavior with engineers.

I am the original reporter of this issue. The big problem it causes for us is with Citrix Receiver. If someone has Receiver (aka Xendesktop) open across multiple monitors and has windows open on each monitor, then locks and unlocks their computer, it loses fullscreen and shoves all the windows into 1 monitor.

Then the user has to go back into fullscreen to get multi-monitor back and re-organize their windows again. This happens every time that they lock which is probably at least a few dozen every day. This particular issue is the only thing preventing our organization from going full Chrome-OS for our thin client needs.
