Chrome browser issue: Missing "Manage kiosk apps" button

Issue description

Chrome version: 63.0.3239.108
OS version: 63.0.3239.108 (ChromeOS only)
Case#:14443063

Description:
According to article https://support.google.com/chromebook/answer/3134673?hl=en to manage kiosk apps user has to click 'Manage kiosk apps" button on 'Extensions' page when developer mode is enabled. However, this button doesn't show up

Steps to reproduce: 
1. Follow the steps on the Help center article. 
2. On Step 6, try to click “Manage kiosk applications”. 

Current Behavior / Reproduction: 
*“Manage kiosk applications” button doesn’t shows up. 

Expected Behavior: 
*“Manage kiosk applications” button is visible and clickable

I reproduced the issue on version 63. Customer claims it is also reproducible on version 62. 
Is it intentional change or a bug?

"Manage kiosk applications” button is only for consumer kiosk mode. However, consumer kiosk mode is deprecating and is only available for legacy boards. See issue 670429 for more details. Starting in M56, if a board is not included in the CL in #18 of issue 670429, consumer kiosk mode is not available on that board. 

In the HC article mentioned in #0, note this statement:

"If your Chromebook, Chromebase, or Chromebox is from 2017 or later, it won't work in kiosk mode unless it's managed by an administrator."

Status: WontFix (was: Unconfirmed)
Closing this as WAI. Please re-open if customer can show that:

1) the device is in consumer mode (in which case this is not an Enterprise issue.
2) the device is not a newer 2017 model which does not support consumer kiosk mode (Please mention exact model / codename of device).

Otherwise if this is an enterprise device, customer can setup enterprise kiosk mode using help article at:

https://support.google.com/chrome/a/answer/1375678#kiosk
