Record when the user interacts with heavy page capping

This CL records interactions to UMA for (a) showing the capping heavy
pages InfoBar (b) clicking pause on the InfoBar (c) clicking resume on
the Infobar.

Recording data savings due to heavy page capping

This is recorded for pages in OnComplete and it is recorded for all
pages that were paused when the page load completed.
