Implements “forced signin” if dictated by prefs. Forced signin appears to be a policy where the browser window is closed if the user’s Google identity is not verified.
Calls into SigninManager to sign out the user if forced signin fails.

This conversion is blocked on having our solution for signout in the Identity Service world in place.
