Regression : Tab Focus is seen missing on 'Clear All' option immediately after focus is on 'COPY TO CLIPBOARD' option in Notifications |

Issue descriptionChrome Version: 65.0.3299.0/10256.0.0 Wolf,Paine and Cyan OS: Chrome What steps will reproduce the problem? (1)Sign into User -> Save any Image -> Notification is seen -> wait until Notification vanishes (2)Now click on Notifications Icon -> Again Notification is seen -> click on Expand Icon ->Press 'Tab' button until focus is on 'COPY TO CLIPBOARD' option (3)Again press 'Tab' button and observe Focus is not seen anywhere and now again press 'Tab' button -> Observe focus is on 'Clear All' option (Please refer Video) Expected: After Focus is on 'COPY TO CLIPBOARD' option and on pressing 'Tab' Focus should be seen on 'Clear All' option Actual: Instead After'COPY TO CLIPBOARD' option Focus is seen missing on 'Clear All' option and on again pressing 'Tab' focus is seen This is Regression issue as same is working fine in 63.0.3239.116/10032.75.0 Stable-channel Paine @yoshiki : Please confirm the Issue Note : Issue is seen on M-64 beta also

Any update on this? This is marked as release block stable for 65, so we need a fix in the next couple weeks.
