Convert //ios/chrome/test/app to Identity Service testing model |

Issue descriptionThis is a long-tail task. It will make sense to do it toward/at the end of converting //ios/chrome to talk to the Identity Service rather than directly talking to signin code. At that point the code should be ready for this conversion, and we should also have a more clear idea of what the "Identity Service testing model" is.
