"Open link in incognito window" should be present when right clicking on URL bar too

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.84 Safari/537.36 Steps to reproduce the problem: No matter what link we are on, right clicking always offers "Open link in incognito window". That is great. Alas there is one exception, when we right click when in the URL bar. Then that choice is absent. What is the expected behavior? Don't treat the URL in the URL bar as special in this case and "rob" us of this choice. What went wrong? Often one wants to see what the page we are currently browsing looks like to other users, hence the incognito window should be an available choice when in the URL bar too. Else it takes several more steps... Did this work before? N/A Chrome version: 63.0.3239.84 Channel: n/a OS Version: Flash Version:
