Video stutter on dual monitor setup

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.108 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Connect a second screen
2. Put it in mirror/duplicate mode
3. Open a youtube video (preferably 4k)
4. Change either video to full screen (F) or chrome to full screen (F11)
5. Monitor framedrops with "stats for nerds".
Note: Interestingly the video plays smooth whenever the volume indicator is displayed over the video.

What is the expected behavior?
Video should play smooth without any framedrops in full screen mode. 

What went wrong?
Video stutter in full screen mode.

I played around with some chrome flags without any result. Have reset them all.

This also happens in Brave Browser (chromium based) but not in Microsoft Edge.

Unable to reproduce this issue on reported version 63.0.3239.108 using windows 10 with steps mentioned below.

1. Duplicated two monitors and played 4k video https://www.youtube.com/watch?v=Bey4XXJAqS8
2. Made chrome fullscreen -- played without any stutter
3. Made Video to fullscreen -- played without any stutter and dropped frames is seen. Attaching screenshot for reference.

@Reporter: Could you please check the issue by Enabling/Disabling Hardware Acceleration and let us know the behaviour. This would help in further triaging of the issue.

I tried some combinations with the flags below without any success. (I relaunch chrome after each change)
#ignore-gpu-blacklist
#disable-accelerated-video-decode

Note: The frame-dropping does not happen when both screens are in extended mode (attached side by side), only in Mirror mode. 
Note: Both screens (Monitor and TV) have refresh rate set at default 60Hz, connected via HDMI, color depth of 8bit, dynamic range set to limited (16-235),
Note: Takes a while for the frame-dropping to kick in. Usually takes 10 to 15 seconds before it starts and then it happens frequently almost every second. Sometimes it gets worse and worse to the point where video stops playing and buffer/loading symbol shows up. At that point exiting the full screen mode is the only action that will resume video.
Note: Bandwidth is not an issue. I have 100Mbps internet speed at home and the desktop PC is connected with Ethernet cable.

Hi,

Just wanted to say that Im experiencing this exact same issue for over two months now.
2 different machines, both with 2 duplicated monitors, whenever going full screen on a video (not just youtube) after a few seconds it starts to drop frames. when pointing the seekbar its getting worse so after few seconds the video stops with that lodaing/buffering circle.

I have noticed that when going full screen the GPU goes to low power mode (lower core and memory clocks), but as OP said when there is something else on screen - volume indicator or any 'aslways on top' windows the GPU clocks stays where they should and the video plays nice.

Both machines are equipped with nvidia gpus (gtx 1080, gtx 950), and gpu drivers on both had been updated multiple times since this problem stareted.
