Share network with other users after configuration

Issue description

Chrome Version: (copy from chrome://version)
OS: (e.g. Win7, OSX 10.9.5, etc...)

What steps will reproduce the problem?
(1) Configure WiFi network.
(2) Forget the WiFi password.
(3) Try to add a new user to the device.

What is the expected result?
New user can sign in.

What happens instead?
New user can't sign in because the WiFi settings are restricted to the existing user. There is no way to fix this problem.

To solve this problem it should be possible to either view existing saved WiFi passwords (issue 797810) or tell the system to share the WiFi credentials with other users after it has been set up.

This is intentionally not supported. The network can be connected to with the correct password from the login screen to create a shared configuration.

Is there documentation for why this is not a setting that be modified by the user with the saved password? We already display the text "Other users of this device can use this network" in settings when this is enabled. Why not make this a toggle?
