Able to reproduce the issue on reported chrome version 62.0.3202.94 and on the latest canary 65.0.3309.0 Using Windows 10.
As the issue is seen from M50(50.0.2661.0) hence considering it as non-regression and marking it as Untriaged.

Note: Unable to check the issue Mac and Ubuntu as TE team doesn't have Dual monitor setup for those machines.

Requesting someone from UI>Shell>MultipleMonitor team to have a look into this issue.

Thanks!
