Android split-screen crash and loss of session tabs

Issue description

Steps to reproduce the problem:
1. Open chrome and open multiple tabs.
2. Open the YouTube app and go to a video. (You can pause the video if you want)
3. Press and hold the phone's square button, which activates split screen mode, and select chrome as the lower screen.
4. Open a link in "other window" (which I've been selecting by accident because it replaces "open in new tab" as the top option). It opens in the upper split screen.
5. Try to get rid of the new tab by dragging the split screen resizer up to the top of the screen.
BUG: chrome crashes/disappears. When you reopen it, you've lost all your tabs in your session (and recent tabs isn't great for recovering them because it seems to go by when you opened the tab, so if you opened it a week ago..yeah you're not finding that in the other 1000 pages you opened since you opened it)

What is the expected behavior?
Several.. 
1. Don't crash and lose the tabs session.
2. Maybe add an icon to the new "open in new window" option to differentiate it.
3. Improve tab history so tabs you've left open for weeks are near the recent and of the history (ie use the order tabs are closed to define history order, not just when they are opened)

Tested the issue in Android and could not reproduce the issue as per the steps mentioned in original comment, and no Crash is observed 

Chrome versions tested:
63.0.3239.111

OS
Android 8.1.0

Android Devices
8.1.0 Pixel

@mcapewel: Could you please help us with a Crash I'd from chrome://crashes and if possible attach a screencast as well for further triaging.
