Regression : 'CONFIRM' button is seen enabled after entering one digit in 'Confirm your PIN' overlay of chrome://settings/lockScreen page

Issue description

Chrome Version: 65.0.3299.0/10253.0.0 Peppy,Candy,Gnawty
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Go to chrome://settings -> Now under 'People' section click on 'Screen lock' option
(2)Now enter User Password in 'Confirm your password' dialog box -> At 'screen lock options' section select 'PIN or Password' option -> click on 'SET UP PIN'
(3)In "Enter your PIN' overlay enter password -> Now in 'Confirm your PIN' overlay enter any one digit and observe 'CONFIRM' button is seen enabled

Expected: 'CONFIRM' button should not be enabled without entering required (6) digits
Actual: Instead 'CONFIRM' button is seen enabled after entering one digit.

This is Regression Issue as same is working fine in M-60

@sammiequon : Please confirm the Issue

Note: In M-61  'CONFIRM' button is seen enabled without entering any digits and after clicking on 'CONFIRM' button,it is disabled and now after entering required digits only 'CONFIRM' button is enabled

This was intentional - it now matches Android behaviour.
