What steps will reproduce the problem?
(1)Recover Build >> In OOBE screen enable ChromeVox(spoken feedback)
(2)Go to 'Connect to network'screen,scroll down and Observe

Actual: ChromeVox reader focus goes up while scrolling down
Expected: ChromeVox reader focus shouldn't move up while scrolling down

This is a Non-Regression issue seen from M-58

Note:Issue is not seen in Linux,Windows OS
