Floating keyboard doesn't support multiple screen

Issue description

Chrome Version: (copy from chrome://version)
OS: (e.g. Win7, OSX 10.9.5, etc...)

What steps will reproduce the problem?
(1) Connect ChromeOS laptop with additional display. 
(2) Switch virtual keyboard to floating mode.
(3) Try to drag floating keyboard to other display. But failed.

What is the expected result?
Can drag the floating keyboard to other display.

What happens instead?
Can't drag the keyboard to the other display.

We can work around to fix it, always show floating keyboard in the screen which has the current input box.

The workaround sgtm if the user clicked on it via touch.
What would happen with on-screen keyboard when user entered the input field via a mouse?
