[MD Bookmarks] Cant create folder in bookmark tree

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.108 Safari/537.36

Steps to reproduce the problem:
1. open bookmark manager
2. click on a folder
3. right click in the bookmark area (right to the tree)

What is the expected behavior?
On the previous bookmark manager, you get the option to create a folder. Now you can't do it this way!

What went wrong?
Feature from the previous bookmark manager doesn't exist anymore.

Did this work before? Yes 62

Chrome version: 63.0.3239.108  Channel: stable
OS Version: 10.0
Flash Version: 28.0.0.126

Please bring this feature back! Otherwise, the only option is to create a folder in the bookmark bar and drag it into the folder in the bookmarks, which is tedious.

Able to reproduce this issue on reported chrome version 63.0.3239.108 and latest Canary 65.0.3304.0 with steps mentioned in Comment#0

As this issue is seen from introduction of Material Design on Bookmarks from M62, Hence considering this issue as Non-Regression and marking it as Untriaged

Could someone from UI>Browser>Bookmarks take a look at this isue

I found the button to create a new folder/bookmark. I see, this is fixed, or wasn't broken. Sorry for the inconvenience.

Though you can create a folder or a bookmark using the 3 dot menu, right-clicking on the bookmarks area should allow the creation of folders and bookmarks as was the behavior in the previous version of the Bookmark Manager.
