Mac ignoring policies

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.108 Safari/537.36

Steps to reproduce the problem:
1. Open com.google.Chrome.manifest.plist file and edit policy
2. restart chrome

What is the expected behavior?
Chrome is supposed to pick up new policy

What went wrong?
it seems that macOS is ignoring policies set from the plist file

Did this work before? N/A 

Chrome version: 63.0.3239.108  Channel: stable
OS Version: OS X 10.13.2
